Patrol
The District Police is responsible for the overall
safety and protection of all persons and property on District campuses.
District Police Officers and Community Service Officers patrol both the
Grossmont and Cuyamaca campuses on foot, on patrol bikes and using District
Police vehicles, 24 hours and 7 days a week.

Community Oriented Policing
(COP)
Bike Patrol Team (COPS
ON BIKES)
The District Police has established a Police
Bicycle Patrol Team consisting of District Police Officers to promote the
department's Community Oriented Policing philosophy.
As of March 2003, the District Police Bike Team consists of six
police officers who have completed extensive bicycle patrol training with the
San Diego Police Department.
The main purpose for bike patrol is to provide
community oriented policing for both campuses. The visibility that “Cops on
Bikes” provide in the College District creates a positive relationship with
the College Community.
One major advantage of “Cops on Bikes” is the
increase of response time from our officers. Since most calls come from
the interior of both campuses where a Police vehicle would not be able to
reach, Police Officers on bikes respond to these calls in a more efficient
manner.
Police Officers riding bikes are capable of
responding to crimes in progress without being detected. Police Officers
would be able to gradually approach a possible dangerous situation, in a
safer manner.
“Cops on Bikes” is Community Oriented Policing at
its best since the program provides a more personal contact by District
Police officers with the College Community and provides a more efficient public
safety service throughout the College District.

Investigations
The District Police Department is the primary reporting and
investigating agency for all reported crimes against persons and property, on
District Campuses.
All investigations are conducted by sworn police officers, who
initially would perform the preliminary investigation and when appropriate,
conduct a follow-up investigation. During the investigation, if a crime is
discovered and a suspect is identified, felony or misdemeanor criminal
charges are recommended and forwarded to the San Diego County District
Attorney’s Office for prosecution.
First Responder
As homeland security
measures are being implemented and practiced at colleges and universities
nationwide, so is the continuous vigilance by the District Police Department
to ensure public safety.
As District policies and
procedures are in place to anticipate, deter and resolve potential violent
situations, the District Police Department is charged to develop and train
its officers as first responders, who are prepared to deter possible threats
of violence and be able to respond to high risk situations.
The department leadership
recognized the need to train its officers in all areas of modern policing and
establish proactive and reactive measures to ensure a safe and secure learning
and working environment. The District police have planned, developed and practiced
counter-measures to
minimize the use of force and save lives.
The District Police
Department use-of-force instructors were tasked to enhance the current training program and train its officers in all aspects of
officer safety
tactics and techniques. All District Police Officers receive basic training at a certified California police
academy. Once the basic training course is completed, advanced training is
required at frequent intervals to prepare the officer as a high risk first
responder.
Advance officer training is
provided by certified in-service instructors, and by instructors from outside
agencies; San Diego Police Department, San Diego County Sheriff’s Department,
and the FBI, as well as recognized professional organizations; the National
Tactical Officer’s Association (NTOA) and the National Rifle Association
(NRA).
Today’s District Police
Officer provides, not only general law enforcement services using customer
service and community oriented policing principles, he or she is an
established, highly trained first responder, protecting this
country’s future leaders.
Traffic Enforcement
District Police Officers have the authority to enforce all
California Vehicle Codes on District Property and the surrounding areas.
District Police Officers conduct vehicle traffic stops using marked Police
emergency vehicles
(SUV) and Police Patrol Bicycles.
Traffic Citations issued by District Police Officers are the same
as Citations issued by local City Police Officers, County Deputies and CHP
Officers. All traffic citations are processed through the San Diego County
District Attorney's Office for prosecution.
Unless a person is eligible for Traffic School, Citations will count
against your DMV driving record.
Customer Service

that will maximize current resources and improve the quality of life in our
community. District Police Officers vigorously serve towards meeting the
diverse needs of the college community. We are committed in performing a
strong, long term customer service partnership with the college community.
